Manage Years facility

Use this facility to :

Prepare the system for the next academic year
Create past years to be populated with archived data.
Change the 'flux status' of a year's data
Remove a year from the system
Set the 'current year'

This system works by copying the table definitions and some data from an existing year. You can choose which columns of data are carried across by editing the file

config/new_years.inc

You can also choose the name and description of the year to add.
